Small boats give up tankage last, and a 13 gallon shell like the B419 is often the compromise that works: enough fresh water for a weekend aboard a trailer sailer or enough holding capacity to make a porta-potti obsolete, in a molding small enough to actually reach its mounting space through a cockpit locker.
Which of those two jobs it does is decided by the fittings. The B419 is a dual-role B-series molding - potable fittings make it a water tank, waste fittings make it a gray/black holding tank - and Ronco installs them per order, spin-welded or thread-mounted exactly where you mark them.
