Why hinged, and why the vent
A screw-on lid has to be removed, set somewhere and screwed back on every time. On a tank top eight or ten feet up, that is a lid waiting to be dropped. A hinged lid opens and closes in place, which is safer for the person on the ladder and keeps the lid clean. It also makes it harder to forget to close the tank, because the lid stays right there.
The vent handles normal breathing. As liquid goes in, air goes out; as liquid comes out, air comes in; as the sun heats and cools the tank, it breathes daily. Without a path for that air, filling pushes liquid out of fittings and fast draining pulls the walls in.
