The mistake to avoid
Do not blank off or plumb over the vented manway cover. This tank vents through that 16" top opening — cap it solid and a fast draw can pull a vacuum on the wall, while a fast fill can pressurize the headspace. Keep the vent path open, and use the 2" bulkhead for your line work rather than cutting new penetrations that the drawing does not show.
