What the second wall buys

Put a regulated chemical in a single wall tank and the berm has to hold all of it, and at 3,000 gallons that is a concrete basin, a sump, a drain valve that must stay closed, and a rain problem. The containment lives inside the outer shell, so the tank's 102 inch footprint is the entire footprint and the tank can stand inside an occupied building where a spill must never reach a floor drain. The grade beside it, and the size below

Ports, plus the level nobody forgets

• Access: 18 inch manway on the primary, 142 inches up; fill down a dip tube, run the vent outside on caustic and hypochlorite, and size it for the unload rate.
• Outlet: one penetration through both walls, a flanged transition, an expansion joint, and a valve on its own support; specify the fitting for the chemical when ordering.
• Service limit: 120 F / 48 C.

Two levels need watching: the primary, with a sender chosen for the chemical, and the interstitial space, monitored with a float or conductivity switch, looked at each shift, and logged each week. Anything found in the space is a primary leak, and the tank comes out of service that day. The outer shell carries nothing, is drilled for nothing, and the space between the walls stores nothing. Full, the tank loads a 102 inch circle to 37,530 pounds at the rating: an engineered, full-contact slab under all of the floor, with straps holding the empty tank against wind and the manway reached from a fixed platform.

The tanker unload

A tanker's pump moves liquid faster than a manway vent can pass air, so either the vent is sized to the unload rate or the fill comes in through its own top bulkhead with a separate vent line. Run the fill pipe to the floor so coagulant or caustic does not free-fall and foam. Somebody stands at the tank for the whole of the first delivery, checking the slab edge, the outlet fitting and the interstitial port as the level rises, and every delivery after that goes in the log with a date and a strength.

Day-to-day duty

Coagulant, brine and hypochlorite bulk storage at water and wastewater plants that cannot build a berm, chemical storage inside occupied buildings, and any regulated liquid of moderate density at plant scale at a site an inspector visits. Label it for the fire inspector and the workplace inspector at once, keep one chemical in it, and keep the manway closed.
