Verify the fittings before you plumb

The 18 in PE threaded and vented fitting is your primary plumbing and venting point - confirm your fill and vent connections thread into the PE bung and that you are not counting on a gasketed flange the drawing does not show. The 15 in manway access is for reaching the primary and inspecting the interstitial space, not a bulk fill port. Stay inside the fittings shown on the drawing rather than assuming a flange or gasket that is not in the manifest. The mistake to avoid

The 1.9 specific gravity rating is a ceiling, not a license to skip the math. It means the wall is rated for liquids up to 1.9 times the weight of water; near-1.0 service gives you generous margin, but you still size for the loaded weight and you still set the tank on a flat, fully supported base - double wall tanks tolerate point-loading no better than single wall.
