At this height the lid is reachable enough to be opened often and high enough that people will lean rather than climb, which is how gaskets get cross-threaded. Make the step part of the install, not an afterthought. Keep it shut otherwise, put the liquid's name on the wall where a driver reads it, and where the site freezes protect the draw-off piping and the first valve rather than the body.
