An 18 inch lid 107 inches up wants fixed access, not a leaned ladder

• Access: an 18 inch threaded vented manway 107 inches off the pad, close to nine feet. That is above comfortable reach, so the honest answer is fixed access with a rail, or a fill line brought down to a coupling at working level so nobody has to be on top of the tank to take a delivery. A leaned ladder against a round polyethylene wall is how people get hurt on tank farms.
• What goes in the top: bring the fill down a dip tube to the floor rather than letting a delivery drop nine feet onto the liquid, and keep the manway closed between deliveries so vapor stays in and rain stays out.
• Vent: keep it clear, and size it for the delivery pump rather than the transfer pump. A vent that cannot pass air as fast as a pump moves liquid is the most common way a polyethylene tank is damaged, in either direction.
• Headspace inspection: every time the lid is off, put a light on the band of wall just above the liquid line. It is the first place to change and the last place anyone looks.

Nine feet of standing liquid is genuine suction head and it is worth keeping. Break the first joint with a flexible connector so thermal movement and pump starts do not land on the bulkhead, carry the first valve on its own support off the pad, and keep machinery away from the fitting with a kerb or a bollard, because the outlet is the only fragile thing on the tank and a trailer tongue finds it.
