Vent first: an 18 inch vented manway over a 3 inch outlet

• Vent and fill: the 18 inch threaded vented manway is the only opening in the top of this tank, so it is the fill point, the inspection hatch and the vent path all at once, and it has to be sized and kept clear for the fastest thing that will ever push liquid into it.
