A lid 96 inches up and a 3 inch bulkhead at the floor

• Access: an 18 inch threaded vented manway 96 inches off the pad. Eight feet is the height where a step stops being enough and a short fixed platform with a rail starts being the honest answer, or a fill coupling brought down to working level so nobody stands on top of a round tank to take a delivery. Eighteen inches of opening is room enough for a light, a stick and an arm, which is what an annual inspection needs.
• Filling: bring the fill down a dip tube to the floor rather than letting a tanker drop eight feet onto the liquid, keep the lid closed between deliveries, and keep the vent clear at all times. A blocked vent with a pump drawing will pull a polyethylene wall inward, and a vent that cannot pass air as fast as a delivery pump pushes liquid will do damage on the way in.
• Inspection: put a light on the band of wall just above the liquid line every time the manway is open. It is where the wall changes first and it cannot be seen from the ground.
• Outlet: a 3 inch polypropylene female NPT bulkhead fitting at the base, as the sheet lists it, which is a generous outlet at this volume and empties the tank inside a working shift. Name the liquid at order so the fitting, the gasket and the bolting are matched to it, make the thread up once, and put a union or a flange a short way downstream so any valve change happens there and never on the tank fitting.

Eight feet of standing liquid over a 3 inch outlet is real suction head, and the way to keep it is to put the transfer pump below the fitting on its own base with a short, falling, straight run into the suction port. Add a cleanable strainer that does not need the line broken, and a low level float or run-dry cut-out that stops the pump with liquid still over the fitting.
