The mistake to avoid

Do not size your freeboard or your pad from empty-tank thinking. Subtract your fitting and vent stack height from the 215 in (17.9 ft) overall height when you set fill level — the ASTM D1998 freeboard guide explains the real usable volume. The flange and 12" x 24" penetrations need gaskets rated for your stored fluid and for the hydrostatic head at the tank base — roughly 7.7 psi at the bottom of a 17.9-foot water column.
