This is a closed-top vertical water storage tank with the ports already configured for a working bulk-water install. Because those are distinct ports, you do not have to compromise: dedicate the 2 inch bulkhead to draw, the 1-1/2 inch to fill or return, and keep the flange or the 12" x 15" fitting open for overflow or level instrumentation - no tees or after-market drilling required.
